Transgender identity / Bathroom and Locker room decisions-a brief history:
  In May 2016 the Obama administration sent a dear colleague letter to every school district in the United States warning that they must allow students to use whatever bathroom or locker room that corresponds to their chosen gender identity, or face a federal lawsuit. Texas and 12 other states sued the federal government to prevent implementation of Obama‘s executive order. the state of Washington through the office of superintendent of public instruction OSPI www.k12.wa.us/
Asked all school districts to comply with Obama‘s executive order. Port Angeles School District complied relatively quickly. Since Obama’s “Dear Colleague” letter, President Trump has sent a similar letter to all the schools removing the threat of a lawsuit for noncompliance and instead left it up to the state’s. In our state it is currently a state law.
Obama‘s executive order reversed thousands of years of cultural belief that there are two sexes, male and female. It also contradicted the science of genetics which has failed to discover a gene responsible for homosexuality, or trans gender expression of sexuality. In point of fact every cell in the human body carries the genetic code for being either male or female. This cannot be altered by either hormonal manipulation or surgical intervention. Despite science and commonsense many in the L.G.B.T. (Lesbian, gay, bisexual, transgender) Community continue to insist “they are born that way” or “this is the way I feel” to explain their behavior. This false belief has been accepted by approximately half the people in the United States.
How did this happen:
 Activists members of the LGBT community have been very astute in their methods of influencing public opinion. They have achieved positions of power in health organization such as the American psychiatric Association, the American psychological Association, and the American Association of social workers. They have gained positions of power in universities, the court system, and every level of government. They use power to intimidate The public, elected officials, businesses and states by threatening demonstrations or boycotts. Through the careful selection and use of certain words they manipulate emotional responses in the public. Some of these words are, discrimination, fairness and hate. They accuse anyone who disagrees with them of discrimination. No no no! Disagreement simply means one person has a different understanding than someone else on an issue. Disagreement does not mean discrimination. However, the accusation can generate fear and shame in the accused. Fear and shame are powerful emotions that cause people to disengage in the process of problem-solving. Members of the LGBT community assert that transgender individuals are being discriminated against when they cannot use the bathroom, locker room, or shower that corresponds to their chosen gender identity. Separating the sexes is not discrimination! Separation provides protection and privacy for both sexes. No attention has been given to the population of young women in high school who have been sexually assaulted in someway. Statistics indicate that number can be as high as 20% by the time of graduation. these young women generally do not want to be in the presence of a male in a locker room or bathroom as it can stimulate memories of their sexual assault. When people are not safe in any environment learning is impaired or even stops, because much of their energy is directed to maintaining safety. Members of the LGBT community accuse any who disagrees with them of hate! It is true that some have been judgmental and some may have expressed hate..... this is regrettable as it tears are social environment apart and exacerbates division in our communities. However most who are objecting to former President Obama’s bathroom policy are simply wanting to preserve their privacy and safety.
What can we Do?
 Options- 1.) In regard to: Implementation of the policy mandated by Obama’s executive order. We are opposed to this as it is not consistent with longstanding cultural values of privacy and safety.
 2.) In regard to: Mandating that all students use the bathroom and locker room facilities that correspond to their biological sex. We do not think this is the best solution as it does not recognize the unique status of transgender students.
 3.) We feel the best solution is: to provide a separate bathroom/locker room facility for transgender students.
1.) Write the school superintendent and all school board members asking them to change their existing policy's and procedures which allows transgender students to use the facility that corresponds to their stated gender identiy.
 2.) Attend School board meeting and express your dissatisfaction with the current policy and procedure.
 3.) Speak to your pastor about alerting members of your congregation to this issue. Let us be salt and light in our community.
 4.) Pray for resolution of this issue through discussion and recognition of its complex nature and for meeting the need of all students
 5.) Consider conducting prayer walks at our schools and the school administration building on fourth street.
 6.) familiarize yourself by reviewing the information on transgender / homosexual issues on this website... click on our New's, media, and research pages for articles, videos and resources.
 Responsibility: We all share the responsibility for our culture and what we leave for future generations. When the culture is determined by a small number of people so that safety and privacy are at risk.. we need to speak up so our voices can be heard.


                              Students Before Politics

                  Last year we- www.roarpa.org  sponsored an add encouraging a no vote on a 46.7 million dollar capital levy for the school district. At that time we sited the following reasons to say no to 46.7 million dollars: 1 )lack of diligence, the school board expressed little interest in following counsel from the state office of the superintendent of public instruction’s facilities supervisor who has commented that remodeling is less expensive than new construction, 2) deception, the school board claimed classes were over crowded but statistics from the Clallam County Health Status Assessment did not support the school board’s assertion of overcrowding, 3) deafness to public input, at school board meetings the public is not allowed to ask questions of school board members.

                Now, a year later, we want to revisit a different issue your school board has supported that does not serve our students well…their policy for transgender students which allows males who think they are females into the bathrooms, locker rooms, and showers of female students.
In Texas a group of female prisoners sued the Texas Bureau of Prisons to stop transgender males from being in their bathrooms and showers, go to Bureau of prisons https://familypolicyalliance.com/issues/2018/06/12/right-belongs-prisoners-not-elementary-students/  In their suit these female inmates described these transgender men causing women to suffer “disgust, embarrassment, humiliation, stress, degradation, fear, and loss of dignity”. The Bureau of Prisons changed their policy declaring the safety of prisoners to be paramount above gender identity considerations. These women then decided to defend children in Texas schools by requesting to be intervenors in a lawsuit to stop the “Transgender Mandate” from the Obama Administration which allowed men and boys into girls’ school facilities. A Texas Federal Court agreed with the female inmates and subsequently blocked the Obama mandate. However our school board continues to expose our teen girls and young women to this degrading practice. Do you believe that prisoners should have a more protected right to privacy than our children? Surveys suggest that 20 per cent of girls are sexually assaulted by the time of graduation. What do you think it is like for them to have a male in their bathroom, locker room or shower? This is blatant discrimination against the female sex. Do we have the will to stop it?

One cannot help but wonder if this might be secondary to all the confusion created by sex education programs in our schools encouraging gender exploration. Do you recall that the Sequim School District rejected the FLASH sex ed curriculum for this very reason. Port Angeles schools continue to use the FLASH curriculum. We ask you to continue to vote no on capital levies until our school board puts students before politics.

It teaches that all life styles, ie homosexual, lesbian, bi-sexual, and transgender are natural, and acceptable. I noticed this {note} in one of the lessons they show on the internet. Here’s the note- It’s  from Family Life and Sexual Health, Grades 4, 5 and 6, Lesson 17 In this 5th/6th grade lesson, "We use the term “sexual intercourse” as an umbrella expression to represent all three risky sexual behaviors: oral, anal and vaginal intercourse. These will be spelled out in later grades. That’s not to say that you can’t define them simply if students ask about them. The curriculum, however, begins with this more basic information." They choose to present all life styles, ie Homosexual, lesbian, bi-sexual and transgender as natural, and normal and acceptable
              What Flash does not teach is the emotional or physical or long term health Risk’s, associated with those lifestyles.  It never mentions the higher suicide risks or the depression that so often come’s with the L.G.B.T. lifestyle.              The L.G.B.T. community have lobbied the legislators for Laws against discrimination which has allowed them to work there way into our schools and indoctrinate our children to their ways of life. Using the long term strategy of indoctrinating the children will give the next generation the freedom to live as they want. This grooming of our children is not going to go away unless... parents stand against this. By complaining to the school board. By writing to your school administrators. By writing and talking to our law makers in Olympia and making your thoughts and feelings known. That's what happened in Sequim.               Your Port Angeles School District has already changed it’s policy to accommodate Transgenders so that if a boy feel’s like he’s a girl he can shower with the girls and if a girl feels like she’s a boy then she can shower with the boys.. That one transgender person’s desires, should he be a biological boy who thinks he's a girl, would trump all the rest of the girl's right of privacy,  that might be in that Girls shower room. Three served since January; NOHN plans new approach

PORT ANGELES — The school-based health center at Port Angeles High School that inspired months of impassioned debate last year has not been nearly as popular as officials had hoped.
North Olympic Healthcare Network opened the health center in January after arguing for months that there is a need for a school-based health center at the school. Since then the health center has seen only three patients and NOHN has had to scale back the effort, making the clinic appointment-only.
Officials from NOHN met with Port Angeles School District officials Friday with hopes of finding ways to get more students to visit the clinic when it reopens next year.
“We acknowledged things had not gone as we might have expected,” said Lynn Keenan, outreach and collaboration manager for NOHN. “A lot of people were thinking ‘if we open they will come’ and that is not what happened.”
She said some students had stopped by the clinic, but were sent home with packets of forms that needed to be filled out by parents. Some packets were returned, but not fully completed and phone calls to some parents went unreturned, she said.
She said the goal is to work on NOHN’s administrative procedures so that when school starts again in September the health center can function more like a walk-in clinic.
NOHN is preparing to do a better job marketing the clinic and plans to have information available to parents during registration for the next school year, she said, adding that about 20 percent of the students at PAHS are already patients at NOHN.
“We fully expect to have our ducks in order so we’re moving as far away from [appointment only] and as close to walk-in availability as we can,” she said. “That clearly is a barrier for people getting in.”
She said there is also a plan to schedule times for student athletes to go in and get physicals, which are required every two years for athletics.
The health center, which was meant to serve as a walk-in clinic, was originally open for four hours once every other week but now is appointment only, officials said during the May 24 Port Angeles School Board meeting.
The board approved a memorandum of understanding with NOHN in a 4-1 vote in August.
Susan Shotthafer, who stepped down from the board in December, was the only board member to vote against the measure.
The idea gained momentum in May of last year when Port Angeles Citizen Action Network and NOHN presented their proposal to the school board.
What ensued was passionate debate in favor and against the health center.
“What I’m wrestling with is the effort put in to getting this to move forward,” said director Dr. Josh Jones. “I’d like to request a representative from NOHN come back before the board in the summer and tell us what the plan is to increase utilization for the upcoming year.”
Superintendent Marc Jackson said one of the obstacles the health center faced was that it started in the middle of the school year.
He said the goal is that during registration for the upcoming school year parents could be provided more information about the health center and have a chance to fill out forms.
He said Monday that the meeting Friday left him optimistic the health center would be successful during the next school year and that the school board would hear a report on the effort during its meeting Thursday.
“We worked very hard to get this health center and I think we have the right people scratching their heads to make this work better,” he said.
Jackson said one of the pitfalls is that the clinic was open for only a half day every other week.
“High school students work in the here and now,” Jackson said. “When they are sick, they go into the clinic.”

Last night the Port Angeles School Board voted in a Health Center for the Students of Port Angeles.
What does that mean for parents of Port Angeles Students?
Now the School system has  a sex education that does briefly  mention abstinence.  This F.L.A.S.H. sex education assumes sex will happen and encourages using protection, encourages consent. It encourages students to question their gender, and presents all forms of Sexual expression as natural normal and acceptable.
They also have a School Based Health Center that will provide, birth control to any that ask, and should any young lady get pregnant they will provide abortion referrals if desired. You might ask why is the School  teaching our children that SIN is OK?  It happens because

1.) Assistance is needed from our pastors to encouraging their congregations to action.
2.) Our State Legislators pass on average 5000 laws a year.  As registered voters The Christian Church is not paying attention to what’s being passed...and not being vocal about sharing their belief’s with our representatives.  1 bad law effects us all, and many have already been passed that effect Christians in a negative way. At a local level very few stand at (Planned Parenthood, on wed’s 11:00AM-Noon) indicating God’s view of abortion. or writing letters to the School Board about their feelings about the sex education they are providing. Christians from all churches are just not standing up and being counted. Their voice is just not being heard.

School Based Health Centers are spreading across the nation like an epidemic.
If your school decide’s to start a Health center following are some questions you might ask.

1.) Where are the mentioned grants to come from?
2.) Are there any strings attached to the grants?
3.) Who pays when the grants run out?
4.) The money that the school provides... where does it come from?
5.) How will the billing for students be determined?
6.) Who pays for lab fees, psychiatric sessions, x rays, ultra sounds and M.R.I.’s?
7.) Would the care provider diagnose mental illness and dispense psych meds?
8.) Would the care a student gets at school be shared with their family medical Doctor? With the parent?
9.) Why is planned parenthood involved in any way?
10.) What vaccinations will the students be given and will the parents be notified?
11.) Will the students get vaccinations for Gardasil with out parental consent?
12.) We currently pay for a School Nurse, does her function change when  the health center is operating?
13.) Psych med’s can cause toxin buildup in the blood, who will verify that the ongoing necessary blood tests are done... The Clinic or the Student?



What can your kids do in Washington State with out your permission?

Port Angeles Kids: are no different than kids all across the nation. But in Washington State kids may have an edge over other states... in what they can do without their parents permission. Kids don't know what their rights are.. but in the process of educating them the Flash-curriculum and it's teachers will be sure to inform them as to their rights. PORT ANGELES — The Port Angeles School District has adopted a new HIV and sexual education curriculum, replacing the old curriculum, which is more than 15 years old. The school district was required to update its curriculum to match state standards, said Assistant Superintendent Chuck Lisk. The district piloted the Family Life and Sexual Health (FLASH) curriculum at Port Angeles High School last year and plans to implement it fully throughout the district this winter and spring. Port Angeles School District chooses a Sex Education F.L.A.S.H.

Common sense tells us that if you want to indoctrinate a child on something you start when they are small and continue throughout their life until they are an adult.  We really care about our students sexual welfare, we really want them to stay away from S.T.D.'s and A.I.D.'s. We also want them to avoid the emotional trauma of getting pregnant by a boy who hasn't really figured out what real love is yet. If we really want them to avoid the pitfalls of choices that derail their lives then we need to choose a sexual education program that includes the benefits of Abstinence. We need a sex education program that causes students to believe in their ability to remain celibate, and have logical reasons for remaining so until marriage. F.L.A.S.H. isn't the only program out there.  We need to choose a Sexual Education like “Heritage Keepers Abstinence Education”, It is one of only 31 teen pregnancy prevention programs listed by the U.S. Department of Health and Human Services (HHS) as proven effective. Unlike Flash which is a fact based program with no evidence of being effective, there are other programs that do have track records.

“Why is the state fooling around with sex education?” did a great job of perpetuating tired stereotypes. The column states, “… it is a constant war between folks who want to teach health and those who want to teach abstinence-only …” and “… a bunch of old white men in Columbia decided that they — and their pastors — know what’s best for our kids.”The offended tone implies that abstinence education, which is taught by Heritage Community Services locally, is not based in science and is driven by old, out-of-touch, religious zealots that are clueless to the dynamics of the 21st century. Port Angeles School District has adopted F.L.A.S.H. Sexual Education Training.

(Flash stands for Family Life and Sexual Health). Flash is a theory based program,  it is a program that is  giving the students some of the scientific facts, but at the same time leaving out the negitive side of chosing your gender, or getting involved in L.G.B.T. sexual life styles.  It makes one wonder why there is no track record, since it’s been around in one form or another for a good number of years already. I wonder how many 8, 9, and 10 year olds need to know all these body parts "cervix," "clitoris," "Cowper's gland," "ejaculate," "epididymis, " "fallopian tube," "fertilize, " "genitals," "labia," "ovary," "ovulate," "prostate gland", "scrotum," "semen," "seminal vesicle," "testes," "urethra," and "vas deferens". I wonder how many parents want their 8, 9, and 10 year olds questioning their God given gender? As children are about to go into puberty things are confusing enough, and it’s possible parents don’t want them saddled with additional confusion or the possibility of choosing a different gender. But that’s what F.L.A.S.H is all about. What Does "Transgender" Mean? The term "transgender" is now commonly used to refer to people who identify psychologically with the opposite sex from what they actually are biologically.
A person who was born biologically male, but who wants to be, or feels psychologically that he actually is, female, would be considered transgender; as would a person born biologically female who wants to be, or feels she is, male. (Some people who selfidentify as transgender rebel against what they call "the gender binary" by refusing to identify as male or female.) Note that identifying as transgender is completely different from being "intersexed" that is, having a "disorder of sexual development" (DSD) which makes the person?'s biological sex at birth ambiguous. As a father of children, I have a hard time understanding the mind set of the School Board, who claim to have our best interests in mind. what they say about representing the community 1. Representing the Community Learning about the concerns and aspirations that all segments of the community have for the schools and attempting to find way to accommodate them where possible so that the schools will accurately respond to the needs of the community When they say “Learning” and “Attempting to find a way” I feel that it puts the ball in their court to reach out!

One would think that with something as touchy as Sex Education that when taking on a change in curriculum they would sample large portions of the community.. Or perhaps an ad in the news paper telling the public they plan on teaching kindergartners through High School Seniors that they have gender choices. Indicating to our children that Gay, Lesbian, Transgender and Bi-Sexual sexual relationships, in fact all relationships are acceptable, normal, and natural as long as you use protection and get consent.

When I look at the evidence this is what I see. The latest studys seems to shed light on several myths about the L.G.B.T. Community.

Myth # 1.) That science backs up that they were born that way.

Myth # 2.) Normalizing issues surrounding this life style will relieve stress and discrimination.

Myth # 3.) A Transgender person's gender identity does not match the persons biological sex at birth. Therefore, the transgender person is trapped in the wrong body.

If I can find these studies why can't the school board?  and if they know about them, why are they so insistent in pushing this L.G.B.T. Agenda as their Sex Education program? One would think, that knowing about these studies would cause the school board to proceed cautiously.

These studies show that it’s a choice (for many varied reasons) that people choose alternate sexual lifestyles. The studies indicate that the problem is mental rather than physical. We at R.O.A.R. recongize there is discrimination and bullying that needs to be curbed or stopped if at all possible. In spite of all that, there is more than enough reason to proceed with caution.  Our school board hasn't slowed down.  In fact, they have plunged straight ahead. This all causes us to wonder who’s best interests do the School Board have in mind???
